Internet-based surveys are still relatively new, and researchers are just beginning to articulate best practices for questionnaire design. Online questionnaire design has generally been guided by the principles applying to other self-administered instruments, such as paper-based questionnaires. Web-based questionnaires, however, have the potential to include pop-up instructions, error messages, and illustrative graphics; they also can use complicated skip patterns that are not possible in other self-administered modes of data collection. These unique capabilities necessitate guidelines specific for the creation of online questionnaires. In this article, the authors draw on the work of Dillman (2000) and Lumsden and Morgan (2005) to present a framework for online questionnaire construction. These guidelines combine the established principles of design of paper-based questionnaires with principles of Web page design, especially with respect to usability and accessibility.
