Describes project funded by U.S. Agency for International Development to provide short-term technical assistance (general, technology transfer, institutional development and training, information support) to rural and urban fringe water supply and sanitation projects. Initial steps, special collection, and future components of rainwater network and information center are highlighted. (EJS)
