China started up pilot projects for the evaluation of teaching work at regular higher education institutions (HEIs) in 1994, and, beginning in 2003, the Ministry of Education (MOE) formally set up a system of cyclical teaching evaluation. Among the 592 undergraduate colleges and universities that were listed in the plan for the first round of evaluation (2003-2007), some 500 have successively undergone evaluation, and the evaluation of personnel training standards at tertiary vocational colleges and specialized colleges for which provincial education administrations are in charge have been completed at 587 such institutions. Thus the first round of evaluation is about to come to an end. How should one understand and evaluate this enormous project? What problems and shortcomings still exist? How should further improvements be made? These are major problems that concern the development of China's higher education. This paper presents an article originally published by "Guangming Daily" ( February 27, 2008) that discusses college and university evaluation in the next fifteen years, and the present round of evaluation in particular.
