Capacity Reviews for Trades Training in BC
Ministry of Advanced Education
This report was commissioned in December 2006 to assess the capacity for trades training in the public post-secondary system with the key objectives to identify current levels of utilization for each of the top trades; identify methods of increasing capacity for top trades; and determine future levels of capacity that can be achieved without requiring increases in physical space, nor major program restructuring. Each of the institutions delivering top trades was sent a questionnaire to gather information on current utilization and considerations for increasing capacity. Major findings include: The length of foundation programs varies by institution. For each trade, the percentage of time spent in shops and labs varies by institution. Waitlist estimates are difficult to ascertain due to the absence of a coordinated system. Registered apprenticeship trainees sometimes fail to attend classes because their employers do not release them, decreasing program utilization. The institutions collectively identified a number of factors that may influence their capacity and the predictability of attendance. These factors are examined herein in terms of class size; program length; increased utilization of physical resources; central registration; funding; community-based delivery; and balance offerings of foundation programs and apprenticeship programs. The implementation of some of the findings, such as longer days and double shifting, may be hampered the institutions' ability to recruit instructors, or may be limited by faculty collective agreements. Other findings, such as double shifting and the provision of an on-line instructional component, may require some adjustment in how programs are taught. Appended to this document are: ITA [Industry Training Authority] Waitlist Information; Questionnaires; and Utilization Tables.
