This document describes Rhode Island's School Accountability for Learning and Teaching (SALT) process. It defines SALT's vision, outlines Article 31 (which requires schools to engage in self-study and goal setting and sets rigorous requirements for schools), and explains how SALT concepts mirror and respond to Article 31 demands. SALT's vision is to invest each school with the power to assess achievement and address issues. It trusts each school to know its own shortcomings and define its path to success. It believes in partnerships for successful education. SALT is process-oriented. Its main strategy is to help schools use information to make effective changes to improve learning and teaching. It also seeks to help schools network into consortia, help districts support schools more effectively, and connect field service support to schools. SALT's three interrelated focus areas are student learning, teaching, and the school. SALT activities are organized as a cycle that includes the self-study, school improvement plan, school visits, school support and intervention agreement, and school report night for the parents and community. The guide discusses in detail what Article 31 requires of schools and describes how SALT WORKS can help. The 10 SALT principles are presented. (SM)
