THE STEPS BEING UNDERTAKEN TO IMPROVE THE QUALITY OF EDUCATION INCLUDED MOVING 5,804 FIFTH-GRADE PUPILS TO JUNIOR HIGH SCHOOLS, ORGANIZING FIVE EDUCATIONAL COMPLEXES, PROVIDING FOR ADDITIONAL PERSONNEL AND SUPPLIES, TRANSFERRING EIGHTH-GRADE PUPILS TO SENIOR HIGH SCHOOL FOR THE NINTH GRADE, FOSTERING COOPERATION BETWEEN THE SCHOOL SYSTEM AND THE LOCAL SCHOOL FOR THE NINTH GRADE, FOSTERING COOPERATION BETWEEN THE SCHOOL SYSTEM AND THE LOCAL TEACHER-TRAINING INSTITUTIONS, PROVIDING FOR THE EMOTIONALLY DISTURBED AND MALADJUSTED PUPILS, ARRANGING SUMMER ORIENTATION FOR TEACHERS, AND ELIMINATING GROUP INTELLIGENCE TESTING.
