Benchmarking the Economic Impact and Effectiveness of University Technology Transfer in Maryland.

This study examined university technology transfer in Maryland in terms of three issues: (1) the economic impact of university technology transfer; (2) a comparison of the technology transfer effort of University of Maryland System (UMS) institutions with other regional and "best practice" institutions; and (3) the technology transfer policies and guidelines of UMS institutions compared to other regional and "best practice" institutions. The study involved review of economics and public policy literature on technology transfer and interviews with technology transfer professionals. It was found that UMS institutions are competitive with regional and best practice universities in terms of research inputs, and make an above average effort to promote technology transfer. In terms of technology commercialization outcomes, or success in commercializing technology, UMS institutions were at the lower end of the 16 universities studied despite UMS being ranked third in the number of technologies commercialized.
