Introducing School Site Management: A Framework for Citizen Involvement. A Handbook for Parents.

To help New Jersey parents and other citizens increase their involvement in schools, this handbook describes school-site management, a form of decentralized administration that can help broaden effective citizen participation in educational management. Part 1 first defines school-site (or school-based) management--a type of school governance in which decision-making at the school building level is shared by the principal, teachers, and parents--and then discusses the reasons for implementing school-site management. In part 2 the author presents case studies of three states (Florida, California, and South Carolina) that require certain forms of school-site management and of two school districts, in Salt Lake City (Utah) and Eugene (Oregon), that have implemented demonstration projects involving school-based management. Part 3 discusses the legal feasibility of school-site management under New Jersey law and suggests 10 steps for parents and others to take to implement school-based management.
