Navigating the State Early Childhood Process

There are four main avenues by which state policy decisions are made: legislation, executive order, administrative rules, and agency budgets. Each process offers many access points for early childhood practitioners and researchers to influence important decisions in the state. The authors provide seven tips for early childhood professionals to successfully participate in the state policy process: (1) build relationships with policymakers and become a trusted resource; (2) inform the legislative process; (3) pay attention to the budget process and timelines; (4) be a resource to the Executive Branch; (5) offer input during administrative rulemaking; (6) provide positive feedback about successful state policy initiatives; and (7) collaborate with other professionals who can support your efforts.
