This study examined foodservice outsourcing in the State of Illinois. School administrators currently outsourcing foodservice were surveyed about their perceptions of HB1347 and its components. This study looked at HB1347 in Illinois, and its effects on outsourcing in school districts. Data for this study was collected from a survey sent to 100% of the 172 school districts identified as currently outsourcing foodservice. From the 172 surveyed, responses were obtained from 112, providing a 65% return rate. Survey questions were formulated after a literature review of outsourcing. Administrators surveyed identified three main components of the bill that administrators felt needed changing. Eliminating or reducing the 6-month requirement on the first hearing was important to the respondents. The requirement that the contract covering employees be expired is another hurdle that superintendents would like to see eliminated. The third step that superintendents felt was a major issue (81.8%) was that the new FSMC had to offer comparable benefits that the district did previously. From this study, four major recommendations emerged. The first recommendation would be to repeat this study in an attempt to get a more in-depth response from administrators. A second recommendation would be to survey those who have not outsourced foodservice to obtain their views and compare the results. The third recommendation would be to repeat this study and look at other outsourced areas, such as busing or janitorial services, and then compare the results to this study. The fourth recommendation would be to assess the participation of administrators in politics. An administrator can be involved in several ways, including IPAC contributions, regular contact with their legislators, and actually traveling to Springfield to testify on the impact of bills being considered for education.
