Two final resolutions were adopted by the Council of Europe at the October 1978 European Conference of Ministers Responsible for Regional Planning. Resolution 1 focused on guidelines for the planning of rural areas in Europe. Strategies and policies called for: a more balanced development which makes the living conditions of different regions as equivalent as possible in employment, income, housing and social services; development of economic aspects that allow the rural population to work and make a living in its own region; improved communications; improvement of the environment, protection of the ecological balance, and preservation of cultural life; transfrontier cooperation where national borders overlap in rural areas; and consideration of metropolitan areas and main development axes. Resolution 2 focused on the work and role of the conference. The Committee of Senior Officials was charged: to prepare for the fifth session in the United Kingdom in l980; to continue political and technical cooperation in the areas of long-range forecasting, cartography, statistics, terminology, transport, regional planning, and urban problems; and to study budgetary and secretariat provisions. Gratitude was expressed to various groups for their efforts in behalf of the conference. Hopes were expressed that collaboration will continue with the Organization for Economic Cooperation and Development, the UN Economic Commission for Europe, the Commission of the European Community, and the European Conference of Ministers of Transport.
