This program for group care of toddlers is based on the rationale that the child's developing sense of competency should be supported during the sensorimotor stage of cognitive development. Activities promoting competency are described in detail. Although developmental skills and activities are presented in terms of months, within this paper, the use of age-related, rather than behavior-related identifiers of developmental competencies is explicitly discouraged. Teachers of toddlers are asked to study the observable skills of the individual child before deciding which activities would support the child's sense of competency. Descriptions of the resources and materials necessary to implement the program are included. (Author/DB)
