The more revolutionary, drastic education reform efforts are usually supported by new governmental legislation. This book offers three case studies of drastic reform carried out in Kentucky, Alberta, and Chicago. The reforms can be visualized in terms of how close they are to the alternative aims of expert guidance, social activism, and an instructional evaluation of education. Chapter 2 examines how schools and society can be transformed by developing the capacity of communities and schools. Chapter 3 describes dilemmas for advocacy organizations in the United States and Canada, and the fourth chapter describes intergroup conflicts within the three sites. Chapters 5 and 6 examine the growing linkages between business and education and the varying kinds of partnerships that can be developed. The last two chapters discuss the influence of voluntary organizations with regard to the integration of services and student activities.
