In order to respond effectively to the profound impact that high technology has had on the labor market in Wisconsin, members of the Wisconsin Board of Vocational, Technical, and Adult Education (VTAE) must address a number of key human, curriculum, policy, and technological concerns. State VTAE agencies must close ranks, maintain close communication, and engage in joint ventures while at the same time respecting individual agency role differentiations. In addition to maintaining a work orientation, VTAE should expand services, even in the area of vocational courses, to senior citizens. Special attention should be given to developing labor market-relevant training in the areas of waste technology, information services, computer literacy, computer networking, and personnel development. As in North Carolina, VTAE should be designated the presumptive deliverer of labor force training and should establish networks among teachers, coordinators, and representatives of business and industry. As custodian of information and knowledge brokers, VTAE should use state-of-the-art education technology and provide technical assistance and services to Wisconsin business and industry seeking Federal contracts.
