Desktop Publishing: Organizational Considerations for Adoption and Implementation. TDC Research Report No. 6.

This report explores the implementation of desktop publishing in the Minnesota Extension Service (MES) and provides a framework for its implementation in other organizations. The document begins with historical background on the development of desktop publishing. Criteria for deciding whether to purchase a desktop publishing system, advantages and drawbacks of desktop publishing, and ways that the integrity of institutional publications can be maintained are then listed. Five functions in extension work affected by desktop publishing are identified--word processing, advertising, bulletins and newsletters, distance education materials, and signs. Results of a survey of MES editorial staff that was designed to assess the impact of desktop publishing are discussed and a cost-benefit analysis is presented. Several benefits of desktop publishing are identified: lower production costs, quicker turnaround, more control, more flexibility, more capabilities, decentralization of production, and ease of alteration. Problems listed include: loss of quality control, fear of technology, increased pressure on staff, and lower productivity on start-up. The following recommendations for organizations considering desktop publishing are offered: (1) examine how the organization will have to change to accommodate desktop publishing; (2) conduct a cost-benefit analysis; and (3) be conscious of the quality of the items produced.
