Chicanos in Utah.

Demographic data on the Chicano in Utah and their position relative to various public agencies were gathered. Focus was on the number of Chicanos serving as staff in the agencies; to what degree the agencies served the Chicanos in meeting their needs for a self-sufficient life style; how the Spanish speaking perceived their needs and the ability of the agencies to serve them; and how the agencies perceived the Chicano clients. Four sets of factors were used to identify the imposition of internal colonialism on Chicanos: external administration; the group's mode of entry into the dominant society; cultural impact, an altering of colonized people's institutions; and racism. Data were obtained from social service agencies--family services, assistance payments, vocational rehabilitation, and employment security; and educational agencies--public elementary and secondary schools. Four regions were selected on the basis of 3 criteria: at least 1,000 Chicanos resided there; the region provided a geographic cross-section of the entire state; the region had a divergent economic base, thus allowing for a comparison of Chicanos in rural and in urban circumstances. Data were also obtained from 9 school districts, enrolling 64% of the state's Chicano students during 1972-73. Among the findings were that: the social service agency failed to help the Chicano client toward occupational stability and economic absorption and integration; only 6% of the agency staff were Spanish surnamed.
