Equity in California. A Report on the Implementation of Sex Equity in Vocational Education in California.

Provisions related to achieving sex equity in vocational education appear throughout the Carl D. Perkins Act. The most innovative are the Title IIA set-asides for single parents and homemakers and sex equity program. The California State Plan for Vocational Education assigns the responsibilities of the Sex Equity Coordinator to the Sex Equity Consultant of the State Department of Education. However, 50 percent of the 3.5% and 8.5% funds are allocated to the community colleges and administered by the Dean of Vocational Education. In fiscal year 1987-88, $7,108,980 was allocated for activities under the set-asides. Community-based organizations, used as subcontractors to school districts and community colleges, primarily provide outreach, recruitment, and counseling services. Coordination services are funded by set-asides and used by single parent/homemaker programs and sex equity programs. The Department of Education has created these types of programs to meet the Perkins Act objectives: 8.5% set-aside single parent homemaker programs; 3.5% set-aside sex equity programs; inservice training; technical assistance; research and resources; and outreach. The Department of Education reported serving approximately 21,600 single parents and displaced homemakers in 1987-88; it is reported that community college programs served an estimated 39,752 in fiscal year 1986-87. Retention of the set-asides and strengthening, clarification, and expansion of other provisions in the Perkins Act are recommended. (YLB)
