Documented in this project report are efforts to create and evaluate an Energy-Environment Information Transfer System (EEITS) for Region VIII of the Environmental Protection Agency (EPA). This system is designed to support government policy-making and implementation decisions regarding energy and the environment. In addition to assisting federal, state, and local officials, the EEITS is intended to serve the information needs of universities, industry, energy-impacted communities, Indian reservations, and other user groups. The report contains: (1) an analysis of user needs; (2) definitions of system functions; (3) descriptions of system operations, storage media, and organizational arrangements; (4) steps and costs projected for implementation; (5) monitoring and accounting procedures; and (6) results of the system test.
