Draft Registration Implementation. Report Together with Dissenting Individual, Additional, and Separate Views. House of Representatives, Committee on Education and Labor, Ninety-eighth Congress, First Session.
Congress of the U.S., Washington, DC. House Committee on Education and Labor.
A report on a bill to delay the effective date for the denial of federal aid to students who have failed to comply with draft registration requirements is presented. The bill also directs the Comptroller General to conduct an ongoing study of the effectiveness of the Department of Defense Authorization Act of 1983 (Solomon/Hayakawa amendment) in enforcing selective service registration requirements. Proponents of the bill believe that enactment of a 7-month delay in the implementation of the amendment will avert possible problems in the delivery of federal student aid for the 1983-1984 academic year. Proponents also note that higher education institutions are confused about how to proceed to comply with the legislation. Attention is directed to the legislative history of the bill, a section-by-section analysis, and a Congressional Budget Office cost estimate. Dissenting views on the bill and federal court action are also considered, and comments on the bill by E. Thomas Coleman, Bill Goodling, Steve Gunderson, and Frank Harrison are included. (SW)
