A report on a bill to delay the effective date for the denial of federal aid to students who have failed to comply with draft registration requirements is presented. The bill also directs the Comptroller General to conduct an ongoing study of the effectiveness of the Department of Defense Authorization Act of 1983 (Solomon/Hayakawa amendment) in enforcing selective service registration requirements. Proponents of the bill believe that enactment of a 7-month delay in the implementation of the amendment will avert possible problems in the delivery of federal student aid for the 1983-1984 academic year. Proponents also note that higher education institutions are confused about how to proceed to comply with the legislation.
