Anabolic Steroid Misuse among Minors. Report to the Governor and the General Assembly of Virginia. House Document No. 58.

This document comprises the final report of the Virginia Department of Health Professions' Task Force on anabolic steroid misuse among minors. As such, it summarizes the activities of the department and of the boards within the department, the Offices of the Secretary of Health and Education, and other organizations including the Virginia High School league and the Virginia Parent and Teachers Association confronting the steroid problem. After an executive summary, the first section reports on activities related to House Joint Resolution 439 which calls on the state medical and pharmaceutical boards to take steps to ensure better monitoring, control, distribution, prescription, and dispensing of anabolic steroids. The boards are considering necessary measures, including definition of steroid prescription as unprofessional practice and rescheduling steroids and accounting for their use. The next section reports on activities related to House Joint Resolution 440 which calls on the relevant state officials to develop and coordinate the use of education and prevention materials; to document steroid use and profile young users; to encourage prohibition of steroid use in high school athletics; and to encourage positive growth and development of every Virginia child. The following materials are appended: (1) executive summary of the 1989 report of the Task Force; (2) legislation and resolutions of the 1989 General Assembly; (3) two papers from a Statewide Symposium on Anabolic Steroids; and (4) data from a survey of Virginia athletic coaches.
