The study examined (1) whether 60 elementary school teachers could score moral thought statements into Kohlberg's moral stages by receiving special training and using a rater manual, and (2) what factors were related to their stage-scoring ability. Major conclusion was that the rater manual and training were ineffective. (Author/ND)

Planned instructional units developed by 60 teacher trainees were evaluated to determine how closely cognitive and affective objectives would be met by suggested activities. How social studies researchers can use National Assessment of Educational Progress Public Use Data File tapes to delimit the problem of generalizability of research results is described.
