Examines U.S. covert action (CA), discussing forms of CA, its decision-making process, and the frequency and targeting of operations. Concludes that the decision-making process has become more formal and therefore democratized. States that incidence of CA is only weakly related to the state of U.S.-Soviet relations, and that the most frequent targets of CA have been developing nations. (LS)
