Discusses role of intelligence, strategic surprise, and intelligence estimating in foreign policy and international relations courses on the college level. Hypothesis is that the case study approach, generally used to introduce foreign policy classes to intelligence failures, doesn't stress the relationship of policy to intelligence and the need for students to understand the problems of intelligence estimating.
