This report examines minority undergraduate enrollment and completion trends at American colleges and universities. Chapter 1 focuses on general undergraduate enrollment trends, finding that between 1976 and 1990 the number of minority undergraduates grew faster than total enrollment, with Blacks as the only minority group whose percentage increase did not exceed that of Whites. Chapter 2 addresses the differences between Whites and Blacks in enrollment in four-year and two-year degree-granting institutions, while Chapter 3 makes a similar comparison with respect to enrollment in proprietary schools. The analysis found that the proportion of Whites and Blacks attending two-year and four-year colleges and universities did not change significantly between 1976 and 1990, although minority enrollment at proprietary schools increased from 14 to 25 percent between 1976 and 1990. Chapter 4 examines college persistence and completion rates, finding that Hispanic and Black persistence rates increased significantly since the 1970s, approaching those of Whites. Policies designed to increase minority enrollment should focus on providing assured access, targeting student aid more precisely, and increasing student support services. Three appendixes provide information on age-standardized enrollment rates, supplemental tables, and entry and persistence rates in postsecondary education. (MDM)
