Administrative Salaries and Staffing, Wisconsin Technical College System. A Review.

This 1998 report from the Wisconsin Technical College System Board (WTCSB) reports on administrative compensation, including salaries and fringe benefits, for fiscal year 1996-97. The districts spent a total of $477 million on staff compensation, which accounted for more than 75% of the district's total operating expenditures. While local revenues provided the majority of district funding, state and federal funding accounted for almost 24% of technical college revenues. There has been some concern about the appropriateness of some technical college administrators' salaries, as well as the number of district positions devoted to administrative activity. The Joint Legislative Audit Committee mandated an examination of administrative salaries and staffing. Some of the findings include: (1) during the period from fiscal year (FY) 1991-92 through FY 1996-97, the number of administrative positions increased by 4.5%, yet the number of full-time equivalent faculty positions decreased by 2%, and the number of full-time equivalent students decreased by 10.5%; and (2) as a percentage of total staff compensation, administrative salaries represented 11% of total staff compensation in the Milwaukee area and 21% in the Wisconsin Indianhead district. The report concludes that the system's senior-level administrators earned, on average, less than their peers at midwestern two-year colleges in 1996-97, even though the rate of salary growth has been higher than the national average.
