This document presents funding proposals from the Alabama Commission on Higher Education. Individual sections present the following: (1) the executive summary of the 1992-93 Unified Budget Recommendations; (2) a detailed presentation of the Higher Education Unified Budget Recommendations Program for the 1990-91 and 1991-92 appropriations and the 1992-93 requests, needs, and recommendations; (3) the funding formulas used; (4) the funding formula supporting data for senior institutions; (5) the funding formula supporting data for 2-year institutions; and (7) the critical capital needs that exist in Alabama public higher education. It is noted that funding recommendations contained in the document are based on three basic beliefs. First, that there should be no reduction for any institution. Second, the distribution of funds between higher education and the elementary/secondary systems will remain the same as in previous years. Third, as funds are available beyond the base budget (equal to the original 1990-91 institutional appropriation level), institutions should receive increments in accordance with the Equity Increment Index provided in the document. An appendix provides summaries of funding requests and recommendations of capital for Alabama Public Higher Education institutions. (GLR)
