Analysis of Knowledge and Attitude Impacting Implementation of Economic Development and Training Activities at Lakeshore Technical Institute.

Since the late 1970s, Lakeshore Technical Institute (LTI), in keeping with Wisconsin's statewide priorities, has placed a major emphasis on economic development and training activities. While some administrators have been involved in promoting educational offerings and technical assistance to business and industry, many staff members have not accepted economic development as a major institutional goal. A study was conducted to assess the knowledge and attitudes of LTI staff concerning economic development. The study involved the administration of a survey instrument to all 220 full-time staff members, limited in-service training for administrators, and the administration of the survey instrument again at the end of the 1985-86 school year to measure changes in knowledge and attitudes. The study revealed that: (1) there were differences in knowledge and attitudes among various staff groups; (2) many staff members expressed negative attitudes toward the economic development activities of LTI; (3) of the participants in the in-service training, administrators and certified management staff experienced gains in their knowledge of economic development activities, while noncertified management staff did not; and (4) instructional and support staff, who had no formal in-service training, had constant scores on attitude and knowledge measures. The report includes a literature review, a 67-item bibliography, and the survey instruments. (AJL)
