The implementation of cooperative education programs involves both costs and benefits for students, employers, educational institutions, and the public. Success will be encouraged by methods which increase potential benefits and reduce costs; but reducing costs to particular constituencies through subsidy implies costs to others in society. The greatest incentive for success is the development of effective, efficient programs. (JDS)
