Developing an effective and functional student union on the junior college campus requires the consideration of a variety of factors. First, the diverse characteristics, interests, and abilities of the facility's future users--especially students--must be determined. After this, students, faculty, staff, and community leaders should be involved in planning activities. Other factors to consider include: (1) the selection and responsibilities of the union planning committee, union governing body, consultants, and professional staff; (2) the use of change orders and contingency funds during the construction stage; and, (3) the determination of funding sources and types of budget to be used.
