Central administrators, department heads, faculty, and student senators at Iowa Lakes Community College were surveyed to ascertain whether the college governance structure was commonly understood, whether they were willing to use the structure to gain input to policy formation, and to identify the communication barriers that stifle policy formation input. Responses to a 35-item questionnaire designed to elicit information in such areas as confidence and trust among individuals and groups, individual effect on policy decisions, information dissemination, inter-group communication, and the role of specific groups and individuals in policy making were collected. Findings indicated all groups had a generally positive attitude toward the governance structure, although student senators could not describe what the structure was. All groups were willing to follow existing proper policy input channels. However, no group felt its views were represented in policy making to the extent it would like. Students and faculty felt they did not have adequate input opportunities, while department heads and administrators felt they had. Faculty were poorly represented on committees. Suggestions on how to eliminate some of the perceived difficulties are made, and a copy of the survey instrument is appended. (TR)
