Guidelines for Using Data in Vocational Program and Curriculum Planning at the State Agency Level.

This report presents a planning model which shows how to utilize various sources of occupational and educational information in order to enhance planning efforts with state department of education personnel and other education agencies at the secondary and community college levels. A vocational program planning model is presented in seven stages: (1) review the state plan for needed thrusts and priorities; (2) identify the occupational universe from which programs will be projected; (3) calculate and determine the programs needed; (4) insure that program areas are trainable; (5) determine employer hiring practices; (6) examine other critical elements such as urgency of need, adverse impact on other segments of education, fiscal impact, and student demand; and (7) recommend new programs for implementation. A vocational curriculum development process is presented and includes a description of the nature of the process, an outline of a systems approach (Data Applications Needs Assessment System--DANAS) including a flow chart, and the planning, organizing, and evaluating processes. Tables and charts are presented throughout the report and a twenty-page appendix includes USOE Program Groups in use in Oregon, community college and high school program projections, and a Data Application Needs Assessment Form.
