CBE: The Right Angle for Learning.

Designed for instructors at Beaufort Technical College (BTC) in South Carolina, this handbook provides a brief guide to competency-based education (CBE) and to the available resources at the college for assistance. Section 1 offers introductory comments on the concept of quality control and the five basic components of educational quality control. Section 2 defines CBE, identifying its seven essential elements as the definition and verification of program competencies; the assignment of program competencies to courses; the provision of course syllabi containing specific competency statements to students; the statement and design of learning objectives and activities to teach each competency; the construction and administration of criterion-referenced teacher-made tests to determine student knowledge; the provision of remediation and/or acceleration/enrichment; and the assessment of program content and method of delivery. Section 3 focuses on the need for CBE and the differences between the traditional and competency-based education approaches. Section 4 explains how an instructor plans for and implements CBE, offering guidance on assessment, curriculum design, instruction, course and student evaluation and subsequent revisions. Section 5 lists and describes available campus resources. Appendices provide information on institutionally-defined competencies for degree graduates, program outcomes statements for 10 occupational programs, a glossary, a verb list for use in instructional objectives, checklists for performance objectives and criterion-referenced test items, tips for CBE instruction, a sample DACUM chart sample, and syllabus format.
