"Culture" for Elementary School Teachers: An Issue in the History of English Education.

Despite recommendations for better education for elementary school teachers in Great Britain, most British elementary school teachers up to the mid-twentieth century had only two-year degrees from training colleges rather than university degrees. Reasons for the resistance of the educational system to better-qualified teachers are discussed. (IS)
