Alabama's 48 colleges and universities typify southern states' lack of progress toward equity and diversity. Blacks do not have comparable access to flagship colleges; majority white public institutions duplicate programs minutes from historically black colleges; nearly 75% of black students attend two-year public and historically black institutions; tuition is more than 10% of average black family income.
