Fundamental changes in higher education are needed to turn the rhetoric of lifelong learning into reality. Whether work-related learning, an aspect of lifelong learning, becomes a force for progressive development will depend on university culture and the motivation of educators, employers, and learners. Continuing education has traditionally defined its purpose within the socialist context in Europe. This ethic is being challenged in a postmodern era. New definitions of radical social purpose are needed to reassert the values of equity and social justice in adult continuing education. (SK)
