Reporting on the Process of Legislation: A Civics WebQuest

This article relates the experiences of a fifth-grade teacher who was determined to find a creative way to engage her students in civic life. The educational standards in her state (Washington) required that fifth graders learn about the basic structure and work of government at the state and federal level. Realizing that students tend to enjoy learning history through the Storypath approach, in which they roleplay characters who might have lived during a certain period, she designed a WebQuest that would prepare students to play the part of a reporter tasked with creating a brochure that would present various points of view on a bill before either the U.S. Congress or state legislature. This approach takes students far beyond just drawing a chart that shows "How a Bill Becomes a Law." They have to apply the information gleaned in order to understand the development of an actual piece of proposed legislation. By working through the WebQuest, students must investigate, filter, analyze and evaluate information, making them active participants in democracy. Sections on designing the task, process and procedures, and resources are included. (Contains 4 figures and 6 endnotes.)
