During the period of rapid growth around 1900, Muncie, Indiana, residents attempted to set behavioral limits on all citizens. Men's misbehavior tended to be treated more formally throughout the period, while response to female deviance shifted from general charges of a sexual nature in sanity hearings to specific criminal charges.
