Attempts to spell out the types of social situations which most influence the school systems, including high unemployment of school-leavers and difficulty of access to particular fields of study. Major educational changes are discussed, including a gradual shift of the finance structure of education from public to private funds, more sophisticated higher education loan schemes, and more recurrent education programs.
