Hindrances encountered in mass media programing in developing nations are enumerated, including local language variations, irrelevance and conflict of interest between directing programs to urban well-to-do or rural poor. Examples are from India's experiences with mass media. It is suggested that the government implement policies for using the mass media for social education. (DB)
