Combines qualitative and quantitative Scottish data to analyze the frequency of mainstreaming for special needs students from 1986 through 1988. Records of Needs as legislated by the 1981 Education (Scotland) Act, and interviews with educational professionals, provided data. Shows mainstreaming more likely for students with physical or sensory handicaps from specific geographic locations. (CH)
