Iranian government leaders stress need for schools to promote skills and values necessary for economic development--increased initiative, group effort, respect for manual labor. However, the social structure, and teaching methods employed, are directly contradictory to these goals. Changes that would lead to implementation of these goals are suggested. (RW)
