Simulating the Enrollment Effects of Changes in the Tuition Reciprocity Agreement between Minnesota and Wisconsin.

Recent negotiations to amend the tuition reciprocity agreement between Minnesota and Wisconsin would require Wisconsin students attending the University of Minnesota-Twin Cities campus to pay a tuition surcharge. Simulations of how the proposed changes would affect enrollment and revenue showed that the proposed surcharge would not adversely affect freshman enrollments. (Author/DB)
