Emergence of population-based services is occurring simultaneousl with the growing expectation that psychological services can be justified by research to be effective in improving mental health. Article describes fundamental conflicts that occur when existing standards for empirical support are generalized to population-based mental health services. Suggests that different service delivery strategies demand the development of different evaluation strategies. (Author/JDM)
