Pennsylvania's No Child Left Behind. Position Paper.

This document is meant to highlight key issues some believe would improve the implementation of No Child Left Behind (NCLB) for all Pennsylvania schools and students. NCLB has already undergone several midcourse corrections as the law is implemented across the nation. Additional refinements are anticipated, and as a result, this position paper will also be an evolving document. This document also explains the proposals that the Pennsylvania Department of Education (PDE) is making to improve NCLB, with the belief that these recommendations would not only maintain the critical goals of NCLB, but also would enhance its impact. PDE knows there are many issues with NCLB that disturb educators and policymakers, but is making recommendations on only the most salient at this time. Briefly, PDE and educators seek two overarching improvements: (1) greater flexibility; and (2) increased funding.
