Reviews results of a 39-state survey to determine if funds available for college operations had decreased (7 states), increased (11), or stabilized (21) in 1977. Factors included: unexpected enrollment increases in 1973-77 without increased funding, unanticipated enrollment decline in 1977-78, statewide economic declines, and increased competition for resources.
