Anderson, Bernard E. – Cross Reference: A Journal of Public Policy and Multicultural Education, 1978
Although numbers might not tell the full story, they reveal important patterns of disadvantage among youths, and suggest the magnitude of youth unemployment. One way of dealing with the youth unemployment problem is to direct public policies and public expenditures toward areas in which the problem is most severe. (Author/EB)

Gibson, Kenneth A. – Cross Reference: A Journal of Public Policy and Multicultural Education, 1978
Education affects virtually everyone in a city. More than any other service provided by a municipality, education influences whether people decide to remain in or move from a city.
