While the urban poor participate in the communication process via the mass media (mostly TV) and interpersonal communication channels, they receive scant information which improves their lives. The author suggests improving the information content of electronic media and providing low-income groups with means of dealing with communication and increasing their reading ability to facilitate use of printed media.
