Emergency certification of teachers is the practice of issuing certificates to individuals who are employed to teach but who have not fulfilled all the requirements for a regular teaching certificate. A report is given on current practices of emergency certification, and dilemmas caused by the practice are described. Alternative options to emergency certification are discussed. (CJB)
