A survey of 203 Japanese schools confirmed the existence of 60 cases of nine different special education programs that had operated during the Taisho Era (1912-1926). Children enrolled were mostly underachievers; few were diagnosed as mentally retarded. A side product of this study was the discovery that many schools are preserving significant historical documents. (Author/VW)
