Interviews with 3 distance education administrators, 9 faculty, and 24 students who used the Iowa Communications Network for graduate study identified the following: need for well-articulated policy, value of financial incentives, benefits of institutional cooperation, importance of a student orientation program and faculty training, and use of norms for remote classrooms.
